President Jokowi Holds Groundbreaking of Three PLTUs with Capacity of 4.000 MW in Banten

JAKARTA, presidentpost.com – President Joko Widodo (Jokowi) has undertaken a groundbreaking for three coal-fired power plants (PLTUs) named Java 7, 9 and 10. The total capacity of the three power plants is 4,000 Mega Watt (MW).

The president was accompanied by Energy and Mineral Resources (ESDM) Minister Ignatius Jonan during the ceremony. “The Java 7, 9 and 10 power plants and PLTU IPP Banten are part of the 35,000 MW program,” said Dadan Kusdiana, Head of Communication, Public Information and Cooperation Services (Biro KLIK), in an official statement on Thursday (10/5).

The PLTU Java 7 has a capacity of 2 X 1,000 MW. The Unit 1 is expected to operate commercially in early April 2020 and the Unit 2 in October 2020.

The selling price of the electricity from the power plants to PLN is US$4.21 cent per kWh, under the scheme of Build, Own, Operate and Transfer (BOOT) for 25 years.

The investment for the PLTU Java 7 reaches US$1.88 billion, using Ultra Super Critical Boiler technology with low calorie coal (4,000 – 4,600 kcal/kg Ash Received). This technology is considered highly efficient and more environmentally friendly.

The PLTU Java 9 & 10 have a capacity of 2×1.000 MW, built adjacent to Suralaya 1 – 8 power plant in Suralaya, Banten Province. The plants are built by PLN’s subsidiary PT Indonesia Power based on the Presidential Decree No. 19 of 2017.

The plants need US$3 billion to build under the BOOT scheme and use the environmentally friendly Ultra Super Critical which provides higher energy conversion efficiency than the previous conventional steam power plant technology.

The PLTU 9 & 10 are expected to operate commercially in 2022 under a 25-year contract with the Production Cost (BPP) of 5.1 cent/kWh.

In addition to the groundbreaking, President Joko Widodo also inaugurated the PLTU Banten. The 660 MW power plant is operated by PT Lestari Banten Energi since March 2017. Its operation is also under the BOOT scheme for 25 years with the selling price to PLN at 5.99 cent/kWh. The investment for the 660 MW PLTU Banten is US$990 million.

The president also inspected the construction of the coal terminal with a capacity of 20 million tons, adjacent to the PLTU Java 7 and is targeted to be operational commercially along with the plants.

The coal terminal is built by PLN subsidiary called PT PLN Batubara with Gama Coorp. It functions as an emergency stockpile, safeguarding the supply of coal in bad weather and reducing the cost. The terminal is built on 20 hectares of land with an investment of US$145 million.

President Director of PT Perusahaan Listrik Negara (PLN) Sofyan Basir said that the PLTU Java 7 is built by PT Shenhua Energy Company Limited and PT PLN’s subsidiary of PT Pembangkitan Jawa Bali. The development progress of this plant has reached 35%.

The PLTU Java 7 is expected to hire 2,000 – 4,500 people in accordance with the classification and skills. Meanwhile the PLTU Java 9 and 10 are built by PT Indo Raya Tenaga, a consortium of PT Indonesia Power (51%) with PT Barito Pacific Tbk (49%). (KTD/TPP)
