Pertamina Refinery Unit IV / Cilacap refinery is now fully operational

After experiencing Turn Around (TA) or routine maintenance for a month, Pertamina Refinery Unit IV / Cilacap refinery is now fully operational to be ready to supply the increasing demand of passengers and fuel during Lebaran backflow.

Cilacap refinery with a processing capacity of 248 000 barrels per day oil refinery is the largest producer of petroleum in the ground water. The resulting fuel supply to the area of Bandung, Tasik, along the south line of Java, Yogyakarta and Boyolali all of which flowed through the pipes. This refinery also supplies fuel demand in the area of Tegal, Purwokerto, and some areas in north central Java path. It is known that most passengers on Premium needs a sharp increase from 63 500 kilo liters (KL) per day to 96 000 KL per day.

At the Cilacap refinery maintenance was performed on a number of units at the refinery complex, ie units Utilities, Fuel Oil Complex (FOC) II and Paraxylene. FOC I is designed to process raw crude oil from the Middle East, with the purpose other than to get fuel at once to get the non fuel products such as lubricating oil base material (lube oil base) and asphalt. Processing oil from the Middle East aims to be able to produce lubricant base material and asphalt.

Along with the growing need, Pertamina FOC II was built in 1981 and began operations in 1983 with a capacity of 200 000 barrels / day. Unlike the leaders of yesteryear, chief executives of global corporations today are under pressure from multiple stakeholders.

The capital markets demand consistent quarterly results, many nongovernmental organizations expect social responsibility, diverse national regulations place different pressures on multinational companies and ultimately the empowered customer continually expects more for less money.

Given these challenges, the CEO of a global corporation is key to the formulation and implementation of winning strategies.

CEOs not only act as transformational leaders to internal stakeholders by leading with vision and motivating employees to deliver their best, but they also act as company ambassadors to external stakeholders such as customers, governmental agencies and other collaborators.

But with such diverse demands, how can new CEOs perform optimally?

Not only should they learn on the job, with every company and industry posing unique challenges, but they should also leverage some underlying commonalities to be able to act fast, accurately and in an efficient manner.

New CEOs are brought in either because the company wants to change direction or re-energize its stakeholders with a fresh perspective.

Either way, the new CEO always seems to have a mandate, as decided by internal and external stakeholders. As such, the first step a CEO should take is to understand the implications and importance of such a mandate.

When Citigroup brought in Vikram Pandit as its new chief, the mandate was to consolidate the different businesses and focus on core banking.

When Indira Nooyi took the helm at Pepsi, the mandate was to gradually move the beverage company away from soda to a healthier portfolio.

The biggest challenge for any CEO, old or new, is to understand, evaluate and, when necessary, tweak the culture of the company. Incompatible culture has been the fundamental reason for many failed acquisitions and CEO exits.

Handling corporate culture is very tricky. It tends to be deeply entrenched and resists change. As such, new CEOs should spend time with employees, managers and labor unions, to understand the myriad aspects of culture before implementing any strategic changes.

Effectively leading a global organization is essentially good teamwork. One of the most important things a new CEO should do is bring together competent and effective executives to form a formidable yet functional team.

Given the diverse functions that a CEO has to oversee and make decisions on, it is essential that the chief is supported by a top-notch team.

Contingent on the nature of the industry and the extent of competition, CEOs should bring in a chief operating officer to delegate all internal issues so that the CEO can focus on external matters of priority.

Leaders are always given some initial leeway, often referred to as the honeymoon period, to learn, make mistakes and eventually find their footing. CEOs are no different.

When a new chief is brought in from outside the company, this period tends to be longer as the CEO may not know the culture and other formal and informal norms of the company. Such time should be strategically used.

Most new CEOs tend to strike a competitive posture by implementing some observable change such as significant layoffs or divesting parts of the business.

However, this early time should be used to design a strategy that goes beyond the honeymoon and allows the CEO to take long-term action.

Managing perceptions has never been as important as it is now. With instant and constant media exposure, managing external expectations is extremely crucial for new CEOs.

Being new to the job, CEOs get bogged down by a number of different priorities and many tend to relegate interacting with the media to their PR departments.

Proactively engaging the media, especially influential institutional investors and stock analysts, can go a long way in allowing the CEO time to handle other priorities.

“We will only accept a solution which will enable us lawful interception of BlackBerry services in the interest of national security,” a government official close to the talks told Reuters.

“The solution, if they come up with it, will have to go through field trials and satisfy our technical experts,” he said. “The government’s position does not change … We are hopeful they will come up with some solution.”

BlackBerry’s troubles in India, which could cut it out from one of the world’s fastest growing mobile phone markets, are the latest in the firm’s global headaches as governments worry its encrypted services could be used for activities from terrorism to peddling pornography.

India is one of a number of countries putting pressure on RIM for the same reason its BlackBerry device is so popular with business professionals and politicians: confidentiality.

The governments of Saudi Arabia and other nations fear it could become a tool to plan militant attacks or for those breaking Islamic laws.

SECURITY CONCERNS

RIM has offered to lead an industry forum to look at India’s need to have “lawful access” to its encrypted email and messenger in an effort to stave off the blocking of the popular services.

RIM said singling out BlackBerry for blocking would be counter-productive for India, as it would limit the efficiency and productivity of local firms.

But India says nothing short of a solution giving access to secure email would satisfy security agencies.

“I think these concerns have been addressed in other parts of the world. I see no reason why the Indian government and its agencies should take any risk at all as far as technology is concerned,” junior telecoms minister Sachin Pilot said on Friday.

Pilot said he was hopeful the company would offer a solution.

A shutdown would affect about 1 million users in India out of a total 41 million BlackBerry users worldwide, allowing them to use the devices only for calls and Internet browsing.

RIM uses powerful codes to scramble, or encrypt, email messages as they travel between a BlackBerry device and a computer known as a BlackBerry Enterprise Server (BES) that is designed to secure those emails.

JAKARTA: The government tends to maintain the targeted economic growth of 6.3% in Budget 2011, although it recognizes the potential of the Indonesian economy to grow above the target quite open.

Minister of Energy promised to provide assistance to develop the energy potential which although looks small, but the impact is very big for the fulfillment of energy in Indonesia, particularly for rural communities Haurngombong.
